The City of Molalla provides many services to our citizens, excluding the Fire Department, which is a separate entity. We provide city police, municipal court, utilities (water and sewer), library, senior center, planning, inspectors, code enforcement, public works, aquatic center, and City Hall administration. Below you will find detailed information on some departments.
Welcome to Molalla! I would like to personally take this opportunity to welcome you to our wonderful City and invite you to take advantage of just a few of the things that the Molalla area has to offer. Be sure to check out one of our beautiful parks, take a picnic lunch and enjoy the serene atmosphere at Clark Park on the east side of town, or perhaps Fox Park on the south side with a great play area and library next door. If you have some extra time, be sure to take a drive up the Molalla River Corridor for a breathtaking afternoon of nature and it’s inhabitants. Perhaps shopping is your pleasure. Molalla has numerous shops in the downtown area, each unique in their specialty with a welcoming atmosphere. We are very excited about Molalla and as you explore our area I’m confident that you will discover why. We have maintained that good old-fashioned small town atmosphere and at the same time provide modernization for convenience. Molalla Municipal Court (503)-829-7711 direct court line PO Box 248 Molalla OR 97038 Criminal, Arraignment Procedures and Defendant’s Rights At an arraignment a person will be advised of the charges filed against them. The charge against you will be read from the citation or complaint. You will also be informed of the maximum penalty, which may be imposed upon conviction of charge for which you have been cited and the penalties for which are at risk. You have the right to remain silent at this arraignment. You have the right not to speak, and any statement you do make can be used against you. You have the right to be represented by an attorney. If you are in doubt as to how to proceed, the court recommends you consult an attorney. If you are charged with a crime and are unable to retain an attorney to represent you, upon providing proper proof to the court that you do not have sufficient assets, property or resources, the court may appoint an attorney to represent you. If convicted, the Court may assess the cost of the attorney to be paid by you. At this arraignment you will be asked to enter a plea, you may enter one of the three pleas listed below or no plea: GUILTY...You admit doing the act of which you were accused. NO CONTEST...You do not want to contest the charge against you, and you admit that there is a factual and legal basis for the charge. NOT GUILTY...You deny doing the act of which you are accused. If you do not enter a plea, the court shall enter a pleas of Not Guilty on your behalf. On a plea of guilty or no contest, you will be given an opportunity to be heard. On a plea of Not Guilty, you will be given a fair and impartial trial. The court will hear the evidence on both sides and a decision will be made as to your innocence or guilt. You have certain constitutional rights. You have the right to a jury trial on a criminal charge. You have the right to cross-examine any witness, including the arresting officer. You have the right to testify or not to testify, and the right to present witnesses on your behalf. You have the right to an attorney as discussed above. If you cannot remit payment in full at the time of conviction and you need time to meet your total obligation, you must advise the judge at the time of sentencing. Fine Payment Policy The term “fines” refers to any court monetary obligation, including fines, fees, costs, and assessments. If unable to pay the full amount upon conviction, the court may allow payment by installments set forth below. You must pay a $30 monthly installment fee that will be added to your account. The minimum monthly payment is set at $35 per month, until the balance is paid in full. To make payment arrangements you must sign a promissory note and provide current information. Please be advised that it is your responsibility to keep the court informed if there are any changes in the information provided by you at the time of signing the promissory note. Failing to provide changed information may result in additional assessments and fees. These fees and assessments are listed below. It is the defendant’s responsibility to make the monthly installment payments on the day the defendant’s signs for. If you are unable to make your monthly payment before/or on the due date, it is very important that you contact the court to notify them of this. When missing a monthly payment you must pay the delinquent amount plus your regularly scheduled payment on the next due date. If an account falls delinquent the account is subject to a possible sanction against your driving privileges and/or a warrant being issued for your arrest. The account will also be sent to collections. If an order to suspend is ordered by the judge because an account has fallen delinquent, you must pay the full amount of the fine in order for the court to provide you a drivers license reinstatement that needs to be taken to your local DMV office for verification that the suspension has been lifted. The following fees for the court action shall be added to the outstanding balance of fines: Warrants—$50; NSF Check Fee—$50; Failure to Appear/Failure to Comply—$25; Show Cause Citations—$25/ Order to Suspend Drivers License—$25; Installment Fee—$30; Certified Returned Mail Fee (each) $5

Molalla Water and Sewer Services The City of Molalla Provides water and wastewater services to it’s citizens inside the city limits. Surrounding areas are primarily water wells and septic tanks. The following rates are based on a single family residential, 3/4 inch meter basis. If you require further information, you may wish to contact the Utility Billing Clerk. WATER: Basic meter charge is $10.50, plus $2.30 per hundred cubic feet. SEWER: $19.02 Basic sewer fee plus $1.88 per 100 cubic feet of average on winter months consumption. STORM DRAIN CHARGE: There is a $2.00 monthly storm drain charge. The City of Molalla requires a $100.00 deposit ($50 to water and $50 to sewer). Refundable after 1 year of consecutive timely payments or will be applied to final bill at termination of service. All charges for water and sewer service will be DUE AND PAYABLE monthly on the date of mailing, and become DELINQUENT on the Twentieth (20th) day thereafter. A LATE FEE OF $5.00 will be assessed on any accounts which become delinquent. All applications shall include signature of person/persons responsible for the bill at the requested address, a current address where all bills shall be sent, and additional data to secure any accrued water/sewer debts.

Molalla Police Department The Molalla Police Department serves the over 7,000 citizens of the City of Molalla with a staff of 12 full time patrol officers, 16 Reserve Officers, 3 support staff and a police K-9. Under the direction of Police Chief Jerry Giger, the Molalla Police Department is greatly involved in Community Oriented Policing and provides a variety of public services in addition to their enforcement and crime prevention functions. Vacation house checks offer homeowners additional security when they are away from their homes for extended periods. Private security details can be arranged for a nominal fee through the Molalla Police Reserve. The Molalla Police Department is here when you need us, 365 days per year.
