City of Molalla | Notice of Proposed Exemption from Competitive Bidding Requirements
Notice is hereby given that the City of Molalla intends to approve findings exempting a public improvement contract from the competitive bidding requirements pursuant to ORS 279C.335(2)
Background
On Wednesday, March 11, 2026, the Molalla City Council will consider approval of the proposed exemption at a public meeting to be at 06:00PM, at the Molalla Civic Center, 315 Kennel Ave, or via electronic means as identified in the meeting agenda.

In-person hearing. The public may attend, offer testimony, and seek information at the hearing.
The proposed exemption would authorize a direct award to Rotschy, Inc. for additional biosolids removal and Lagoon #1 cleaning and conversion work associated with the City’s Wastewater Treatment Plant Rebid Project. The work will be integrated into the existing construction contract in order to maintain continuous wastewater treatment operations, preserve critical project sequencing, and achieve cost efficiencies related to mobilization and unit pricing.
The City has prepared draft findings in support of the proposed exemption, concluding that the exemption is unlikely to encourage favoritism and is likely to result in substantial cost savings and other public benefits.
A copy of the draft findings is available for public inspection at the Molalla Civic Center, 315 Kennel Ave., Molalla, OR 97038.
In response to a written request, the City will hold a public hearing for the purpose of taking comments on the draft findings for an exemption from the competitive bidding requirement. Written requests for a public hearing must be received by the city no later than March 4, 2026 at 4:00pm, and should be submitted to:
