Starting a New Business in Molalla?

Starting a business from your home:

  1. Review the City’s Home Occupancy Standards to determine if your home business vision aligns with our City’s code.
  2. Fill out the City’s Home Occupation Permit Application.
  3. Upon home occupancy approval, applicants may apply for business licensing

 

Starting a business in an existing commercial or industrial building:

  1. Fill out the City’s Change of Use Permit Application. Through this process Staff will:
    • Determine whether additional land use approvals are required

      If so, guide the applicant towards next steps, and;

    • Determine whether additional building permitting, such as change of occupancy, is required.

      If so, Continue with Step 2.

    If neither additional land use approvals nor building permitting are required the applicant may skip to Step 3

  2. The City contracts its building department through the Clackamas County Building Department. If additional building permitting is required, submit through their Development Direct portal.
  3. Upon receiving required approvals, applicants may apply for business licensing
  

Building from bare ground:

  1. New commercial/industrial buildings and uses require site design review and/or conditional use permitting. Refer to our site design review guide and application by clicking here. A pre-application conference is required prior to design review submission. 
  2. The City contracts its building department through the Clackamas County Building Department. Upon receipt of required design approvals, applicant may apply for building permit authorization through the City and building permitting through Clackamas County.
  3. Upon receipt of required approvals, applicants may apply for business licensing

Permitting a Mobile Food Unit:

  1. Both land use and unit licensing are required. Mobile food unit permitting information and application can be found by clicking here
  2. Upon receiving required approvals, applicants may apply for business licensing

Note: All mobile units are required to be licensed by the Clackamas County Public Health Division, which can be done before or concurrently with City land use approvals.
