Mobile Food Units

A step-by-step guide for the approval of Mobile Food Units, commonly referred to as food trucks. 

Temporary Mobile Food Units must be licensed under a Special Events Permit. 

Land Use First, Unit Second

Before a mobile food unit can be licensed, the host property must have legal approval to have it there.

1. Land Use is the responsibility of the Property Owner.
2. Unit Licensing is the responsibility of the Mobile Food Unit Owner.

The City cannot finalize a unit license until the property has an approved land use permit for mobile food units.

Land Use Approval (Property Owner)

The property owner or "host site" must secure one of the following approvals:

Accessory Use

The unit supports an existing primary business on the site. Handled via an Other Type 1 review.

Apply for an Accessory Permit

Primary Use 

The unit is the main use of the land, or there are multiple units. Handled via Site Design Review.

Mobile Food Unit Approval (Unit Owner)

Once you have confirmed your location is on a property with Land Use approval, you can apply for unit approvals through business licensing.

Which approval do I need first?

Land Use must be established first. The City will not approve a unit without a verified, legal location to operate.

I'm an operator but I don't have a site yet. What do I do?

Search for a host site that already has approval, or partner with a property owner willing to apply for it.

I'm an operator and I have found a site to partner with that has an approval.

Excellent! Gather all your submittal materials (Fire Approval and Clackamas County License) and apply for a Business License!
