Participate in a City Meeting

Those who would like to address the Commission during Public Comment must first complete and submit a Public Comment(PDF, 178KB) card. This process ensures order and allows the Commission to hear from all interested speakers. Once Public Comment is submitted participants will be called during the designated comment portion of an agenda. Public Comments may be submitted via the following options:

  • Email the City Recorder's Office: recorder@cityofmolalla.com
  • Submit a Public Comment Card prior to the start of a meeting to the Deputy City Recorder
  • Send Public Comment via US Mail, City of Molalla, Attn: City Recorder: PO Box 206, Molalla, OR 97038

Planning Commission Meetings are held the first Wednesday of each month, unless otherwise noted. Meetings are held in-person at the Molalla Civic Center. 

All Public Comment submissions must be received no later than 12:00pm on the day of a meeting.


Comment Cards

  • Complete a Comment Card - Cards made available at the entrance to the meeting room. One comment card is required per topic one wishes to address. Please be sure to indicate the agenda item on which to speak on. Please be sure to print clearly. 
  • Submit - A Public Comment Card should be submitted to the City Recorder/Deputy City Recorder prior to a meeting. 

Public Comment Participation

Public Comment is a section of the agenda providing an opportunity for citizens to address the Commissioners on matters NOT related to the current agenda. Here is how to participate:

  • When Called to Speak - Commission Chair will announce a name, proceed to podium to speak. Begin speaking by stating your name and the city in which you reside into the record.
  • Time Limit - Each speaker is given three (3) minutes to speak. The Commission Chair may extend this time for an additional two (2) minutes should the Commission vote to extend the time. The public comment period shall not exceed 30-minutes unless the majority of the Commission vote to extend the Public Comment time. 
  • Speaking Order - Speakers are summoned in the order in which the Comment Card was received.
  • Groups - Group comments with a common purpose must choose one spokesperson. Time Limit: Five (5) minutes. 

Public Comment Need to Know

Citizens may speak on specific issues being heard by the Planning Commission during Public Comment. When the Commission Chair addresses an agenda item and asks if anyone wishes to be heard, you may speak in favor, in opposition, or provide neutral comments. Speak only on the subject being discussed. 

What Do I Say?

First, state your name and the city where you reside. Express your views in a courteous and considerate manner.
The Planning Commission does not typically engage in dialogue. The Chair may direct the Planning Manager or staff to follow up if needed. This is not a forum for public debate.
Addressing the Commissioners

Address Commissioners by title (Chair or Commissioner). Direct all remarks and questions through the Chair. Do not address the audience or staff directly.
