Whether you’re launching a home-based startup or expanding an established enterprise, Molalla is the perfect place to grow! To help you navigate your next steps, we’ve outlined the essential city processes below based on where you are in your business journey.

Starting a Business from your home?

  1. Review the City’s Home Occupancy Standards to determine if your home business vision aligns with our City’s code.
  2. Fill out the City’s Home Occupation Permit Application.
  3. Upon home occupancy approval, applicants may apply for a business license.

Starting a Business in an existing Commercial or Industrial Building?

  1. Fill out the City’s Change of Use Permit Application. Through this process Staff will determine if additional land use or building approvals are required.
  2. If required, apply for Building Permits with Clackamas County and obtain a Building Permit Authorization through the City.
  3. Upon receiving required approvals, applicants may apply for a business license.

Starting a Business on an Undeveloped Lot?

  1. New commercial/industrial buildings and uses require Site Design Review and/or Conditional Use Permitting. Refer to our site design review guide. A pre-application conference is required.
  2. Once you receive land use approvals, you can apply for Building Permits with Clackamas County and obtain a Building Permit Authorization through the City.
  3. Upon receipt of required approvals, applicants may apply for a business license.

Permitting a Mobile Food Unit?

  1. Both land use and unit licensing are required. Mobile food unit information can be found here.
  2. Upon receiving required approvals, applicants may apply for a business license.
  3. Note: All mobile units must be licensed by Clackamas County Public Health, which can be done before or concurrently with City land use approvals.
